The Hartford Parent University was developed through the work of the Hartford Parent Organization Council (HPOC), a group of parents with proven success in developing parent awareness and increased family involvement in schools. HPOC was newly formed and restructured in 2007 under the leadership of Milly Arciniegas to awaken parents to the importance of being actively engaged in their child’s learning process and reforming their children's schools.

After three years of operation, 35 Hartford schools had active parent groups that were organized and trained through technical assistance provided by HPOC members.  Additionally, HPOC was instrumental in taking part in all aspects of reforming Hartford Public Schools for all children to have access to a quality school and in passing the School Governance Council legislation. The increased level of parent involvement gained the attention and support of Dr. Adamowski, the former Superintendent of Hartford Public Schools for parents to move the concept forward .

As a concept that grew out of grassroots parent engagement activities within school PTOs and through a myriad of conversations with parents and community groups all accross the city, the parent university concept is a direct reflection of the needs of parents in the community.  The parents that have worked to build this concept into a reality are currently unbiased advocates for their children, willing to support and be a critical friend of the Hartford Public School district and connect with other organizations for parents to have access to the knowledge and tools they need to effectively support their children's education.  As a result, parents will become engaged and intentional in expecting and supporting quality education for their children in ways that result in improved student outcomes and school improvement.
